My Galaxy S11 and Tesco/Samsung

Wouldn't it be nice if the phone providers lifted the mist from when they intend to release Androids Ice Cream Sandwich. I keep logging onto Kies and nothing...... 3 have apparently released it ages ago. Why can't the others? Are they just less efficient? It is very frustrating and if I were nearer to a 3 cell I would move as soon as my contract with Tesco runs out.
